Yes, but having in place a system that weeds out the frivolous before they take up valuable court time could work.
The thing that does concern me is the way the current administration seems to want to limit things, like medical and also class action suits, many legit things won't go forward.
But there has to be a way to stop the stupidity of people. (or at least try to)
