Education is not the Republican way. That $15 billion dollars is going for large billboards to go up all over Africa that reflect the same message the Republicans have shouted here for a decade. Not wear a condom, not beat off instead off screw around, but "ABSTINENCE". Because that is after all the only true answer. You can't actually talk about sexually transmitted diseases, how you get them and how you prevent them because that would be implying that people are allowed to actually have sex outside of marriage.
