Sounds good but I think it's covered under cruel and unusual punishment. However, elevating it to a capital offense and reinsituting public hangings, that might be doable.

These are two things that I think we have to be REAL careful with or we end up no longer being a free, democratic republic. On the surface, I feel that letting the victims decide goes against the constitution and the backbone of our country. I love vigilante justice however I don't think our government should be involved in it.
