prob. starting my 180ss

hi there, me again...i've recently been having problems starting up my 180. what i usually have to do is take out the spark plug, kick it over a few times, put back the plug and it usually starts. once it starts its okay, it rides well. The second i turn it off, i can't start it. i have to repeat the previous procedure. My engine has been rebuilt and the carb was cleaned...so i wonder what the problem can be? i checked to see if there was sufficient gas coming from the tank and it seems okay. could it be there there is too much gas going into the engine and it's flooding? or is there too little gas? please let me know.thanks
