Need help with carb problems - Vespa VBA

I just took apart the carb on my 58 VBA because fuel was not getting into the cylinder, and I've discovered two things:
The end of the main idle screw is bent slightly. Could this cause problems, and are these easily obtainable?
When I spray carb cleaner into the float bowl and jet holes, nothing comes out of the little tube that protrudes into the throttle chamber, and the float bowl stays full. Is this tube clogged, and if so, is there an easy way to unclog it besides letting it soak?
