fixing fiberglass

On my TV front fender, one of the holes where the horncast connects to is damaged slightly. Basically if I were to put a bolt in the hole, I could slide it through the fiberglass horizontally.

What is the best way to repair this? I was thinking along the lines of super glue or something. The fiberglass is still there, just kinda shredded. It's a really small spot and it's all structural and not cosmetic.
