I have a series 3 as well. That is most likely your feul supply hose. Lambrettas have a situation where they get an abundnce of feul (typically, from what I have seen). When riding and before you come to a stop , you should turn off the feul tap. Or when you stop turn off the tap and allow it run for a bit to keep it from flooding. Also, when starting I have known several lambretta riders to start their bikes 1st and then turn on the tap. Ok, the leaking part maybe that the original line is not tight around the connection where it meets up. Mine didn't even have a hose clamp when I got it. After a bit of riding it was doing the same thing as yours. So, check the connections to see if they have hose clamps, that the tap is securely mounted and not moving around compromising the hose and it's seal. If the hose seems hard, as from age and exposure to feul/element, replace it.
Good Luck. W.
