A stoppie on a large frame Vespa is a special case, and in this instance the quality of your rear brake was irrelevent. I understand that Vespas being ridiculously right side heavy may tend to pivot like that once the rear tire has lost traction, but it will not jacknife or fishtail while stopping (from a straight line) without that traction being broken by either a stoppie or too much braking force being applied. Put simply, a back brake that's too weak to cause a skid(regardless of the quality of the front brake) will not fishtail a single-track vehicle.
