help: slipping out of third

It never ends. I have an 81 P200... I got the bike to go fast by fixing the carb and ignition wires, but if I go up a steep hill in 3rd, the bike slips out of gear. It has been leaking gearbox oil, but I have tried to keep it topped up. Would a low oil level cause this problem or am I looking at a new cruciform? the bike has about 11500 km on it.
